Use of personal watercraft for commute purposes?

Hello,

If people do commute via their own car and their own plane, why is it rare for people to commute woth their own watercraft? Especially that most cities have seas/ocean/river/lake next to/within them and roads are often congested whipe those water bodies are wide open

Please help
