Issue 3 in regard to the protection of property rights in relation to waterways passed. Does this have an affect on Ohio river fisherman? If so, it seems as though this is a bad thing.
Any thoughts?

This is an offshoot of the Great Lakes Compact to protecting water rights as it applies to using the water for water supply. Fisheres and boaters still have the same rights as before on navigable waters.
I know that is another whole can of worms and there will probably will be property owners who overinterpret this but your rights to the waterway haven't changed.
