Might anyone have an idea of what, if any effect, the ultra low water might have on our local smallies? ie.: Once we get a good rain and the flows rise significantly will the smallies activate on the downward side of that once things stablize? Might they still be active if we get rain events even thought the weather has turned colder? or will the low water shut em down and keep them there once we turn cold? Just some food for thought as I did not go out again this weekend. Part of that was due to super low water. Not just at home but statewide.

Dave, I mainly speak from experience on Andymans favorite spinnerbait river. The next time the water rises big fish will be chasing shad. The higher flow after an extended low flow will always be like the Friday line at Golden Coral for the all you can eat steak.

My experience has been that an increase of water tends bring the smallie out of their holding patterns and they put on the feed bag.
They are willing to chase, stalk, cruise and travel to feed. I think Andy has the right pattern for his situation. On many waters its all about the buzz or chug. Other areas its spinnerbaits, noisy cranks or flashy plastic.
You have to hurry while the waters still flowing. As the water levels drop and temperatures follow smallies will return to the deeper wintering holes and feeding patterns.

Dave, Ultra low water+ clear water and sun will send the fish deep or undercover if they can't get deep in their wintering holes. Remember, they pick their spots with this in mind (hiding from predators and sun). They can be easier to find because of this if there is a lack of cover. Just read the slacker water that you cannot see the bottom of. However, sometimes this means harder for angler to reach- way out just off the current seam in seemingly random spots.
If the water has clarity, use Float and Fly to painfully search the depths. If it'd muddy, I'll drag a heavy tube to knock rocks around, but still try Float and Fly first.
